GAUGE: 16 sts = 4"; 26 rows = 4" in pat with smaller needle. CHECK YOUR GAUGE. Use any size needles to obtain the gauge.

Finished Circumference: 33 (36, 39)".

With smaller circular needle, cast on 132 (144, 156) sts. Purl one row before joining. Ensure that work is twisted once before forming into a circle; join. Now work in rnds of pat as follows placing marker between first and last sts and slipping marker every rnd:
